Royal Exchequer

The Royal Exchequer represents the on-chain financial system of the DGEN DAO. It encompasses all wallets authorized by governance to hold, manage, and route DAO-controlled assets, including long-term treasury custody and purpose-specific Operational Wallets.

This segmented structure is designed to promote security, transparency, and operational clarity by separating long-term DAO capital from day-to-day protocol activity. All components of the Royal Exchequer are on-chain and publicly viewable.

Royal Treasury (Safe Multisig: 0x7ddDa1B898645B12a067b18f6499E85e3127bBfB)

The Royal Treasury is the primary custody wallet of the DGEN DAO and is responsible for holding and safeguarding DAO-controlled assets. The Royal Treasury is implemented as a multisignature wallet provided by Safe Labs.

The Royal Treasury is governed by the Community Council. Each council member serves as a signer on the multisig wallet and must be an elected holder of a Knight of Degen NFT pursuant to the DAO’s election process.

The Royal Treasury is intended for low-frequency, governance-directed use and is not designed for routine operational activity. All outgoing transactions from the Royal Treasury require multisignature approval.

Operational Wallets (Nested Safes)

To reduce risk exposure and improve accounting transparency, the DAO utilizes Nested Safes as designated Operational Wallets within the Royal Exchequer. These wallets are authorized to support specific products, services, or protocol functions and are operational in nature.

Operational Wallets are configured as multisignature Safe wallets that are authorized as signers on other wallets or contracts, enabling layered approvals and role separation without granting direct access to the Royal Treasury.

Funds held in Operational Wallets do not constitute discretionary capital and are restricted to their stated purposes.

At launch, Operational Wallets include, but are not limited to:

  • PropStreak Staking Operations Wallet — A dedicated operational wallet used to facilitate staking-related flows, including user staking deposits and unstaking withdrawals.

    At launch, staking operations are supported through multisignature controls rather than fully autonomous smart contracts. This structure is intended as an interim solution and will be upgraded to contract-based custody in the future, subject to governance approval.

  • DGEN Tavern Operational Wallet — A dedicated Operational Wallet used to support DGEN Tavern poker activity.

    The balance held in the DGEN Tavern Operational Wallet is intended to reflect the aggregate on-chain balance of the DGEN Tavern on Clubgg, inclusive of player buyins, active tables, and unsettled gameplay activity. Due to the continuous nature of gameplay, rake collection, prize distributions, and token burn mechanics, the wallet balance may fluctuate relative to in-session or interim accounting states.

    To ensure accurate reconciliation and transparent accounting, the DAO may perform periodic rebalancing of the DGEN Tavern Operational Wallet. Rebalancing is expected to occur on a regular cadence, such as monthly, and is intended to align on-chain balances with recorded poker activity following rake distribution and any associated token burns.

  • LeagDAO Distribution Operations Wallet — A dedicated Operational Wallet used to facilitate the distribution of DGEN token to LEAG holders that are eligible for the airdrop per the Whitepaper.

Governance Oversight and Controls

  • The creation, modification, or decommissioning of any wallet within the Royal Exchequer requires governance approval.

  • Transfers from the Royal Treasury require multisignature approval by the Community Council.

  • Operational Wallets are restricted to their authorized purposes and may not independently deploy Royal Treasury assets.

  • Signer composition and Safe configurations may be updated through governance to support key rotation and long-term security.

  • Any material changes to custody structure or wallet authority are subject to governance approval.
